Fazila Beknazarova

Climate Governance & Resilience

Fazila is a policy and research specialist with over ten years of experience in climate governance, resilience, and global development. She has supported governments and development partners across the private sector and international organizations, including the World Bank, WFP, IOM, and Aga Khan institutions.

 

Her work spans climate change adaptation, ecosystem-based disaster risk reduction, land and water governance, food security, and gender-responsive policy frameworks — with a strong focus on Central Asia and other fragile and transitioning contexts. Fazila has led multidisciplinary research, policy analysis, and impact assessments, producing investment-oriented outputs aligned with the Sustainable Development Goals, the Paris Agreement, and the Sendai Framework. As a Policy Leader Fellow at the European University Institute, she conducted applied research on carbon pricing and emissions trading systems, contributing to context-sensitive mitigation pathways and regional policy integration.
