Manu is a public innovation and transparency specialist with over 12 years of experience supporting governments, multilateral organizations, and foundations across Latin America and other regions. As Senior Regional Manager for Latin America at CoST – The Infrastructure Transparency Initiative, he leads initiatives that open data, strengthen institutions, and connect people with better public infrastructure in more than eight countries.

A lawyer and university lecturer, Manu has designed public policies, mobilized resources, and articulated collaborative networks that bring together governments, the private sector, civil society, and academia. His work combines strategy, diplomacy, and a strong future-oriented vision to promote integrity, innovation, and citizen participation in large-scale public reforms.
